U.S.-Canada supercalendared paper dispute heads to WTO appeal

August 28, 2018 – The Canadian Press is reporting that an ongoing trade dispute between Canada and the U.S. over glossy paper is headed for an appeal to the World Trade Organization (WTO).
The WTO has announced that the U.S. Commerce Department filed an appeal of a WTO panel decision from July 5 that had ruled in favour of Canadian producers of supercalendared paper, despite one day later saying it would cease countervailing duties and repay companies with interest.
U.S. Trade Representative Robert Lighthizer said that the ruling was “judicial activism” and that it weakened his country’s ability to challenge “unfairly subsidized” imports that affect U.S. businesses.
